Valmiki Ramayana 6.14.6 meaning

atmaprashansinam dushtam dhrishtam viparidhavakam sarvatr-otsrishtadandam cha lokah satkurute naram

The world often honours the person who praises himself, who is wicked, bold, pushy and quick to punish everyone around.

What it means
Rama, frustrated that the ocean ignores his patient prayers, notes a sad truth: loud, aggressive people often get attention. Recognise this pattern without copying it; know when gentleness needs firmness.
