Niti Shataka 94 meaning

namasyamo devan nanu hatavidhes tepi vashaga vidhir vandyah sopi pratiniyatakarm-aikaphaladah phalam karm-ayattam yadi kim amaraih kim cha vidhina namas tatkarmabhyo vidhir api na yebhyah prabhavati

We bow to the gods, but they too are under the control of cruel fate. Then fate should be worshipped; but fate too only gives the fruit fixed by one's actions. If results depend on actions, what use are gods or fate? I bow to actions themselves, over which even fate has no power.

What it means
In the end, your own actions shape your life more than luck or outside forces. That's both a responsibility and a hope: what you do today really matters. Respect the power of your own deeds.
