Niti Shataka 53 meaning

durjanah parihartavyo vidyayalankritopi san manina bhooshitah sarpah kim asau na bhayankarah

Avoid a wicked person, even if he is decorated with learning. A snake wearing a jewel on its head: is it any less frightening?

What it means
Degrees, talent and charm don't make a person safe. Judge people by their character, not their credentials. A brilliant person who means harm is still someone to keep at a distance.

Spoken by Bhartrihari.
