Mahabharata 13.6.7 meaning

yatha beejam vina kshetram uptam bhavati nishphalam tatha purushakarena vina daivam na sidhyati

Just as seed sown without a field bears no fruit, so destiny does not succeed without human effort.

What it means
Luck and talent are seeds; effort is the soil. Waiting for destiny to deliver while doing nothing is like throwing seeds on concrete. Prepare the ground, and fortune has somewhere to grow.

Spoken by Brahma.
