Chanakya Niti 9.9 meaning
yasmin rushte bhayam nasti tushte na-iva dhanagamah
nigrahanugraho nasti sa rushtah kim karishyati
यस्मिन् रुष्टे भयं नास्ति तुष्टे नैव धनागमः।
निग्रहानुग्रहो नास्ति स रुष्टः किं करिष्यति॥
If no one fears a person's anger and nothing good comes from their pleasure, if they can neither punish nor reward, what can their anger possibly achieve?

Anger without the ability to act on it is just noise. If you want to be taken seriously, build real capability and credibility first. And don't lose sleep over people who only shout.हिंदी में अर्थ
जिसके नाराज़ होने से कोई डरता नहीं, जिसके खुश होने से कोई लाभ नहीं, जो न सज़ा दे सकता है न इनाम, उसका गुस्सा क्या कर लेगा?
जिस गुस्से के पीछे कोई ताकत न हो, वह बस शोर है। अगर चाहते हो कि लोग गंभीरता से लें, तो पहले अपनी काबिलियत बनाओ। सिर्फ़ चिल्लाने वालों से परेशान मत हो।
