Chanakya Niti 16.6 meaning

gunair uttamatam yati n-ochchair asanasansthitah prasadashikharasthopi kakah kim garudayate

A person becomes great through their qualities, not by sitting on a high seat. Does a crow perched on top of a palace become Garuda, the king of birds?

What it means
Titles, positions and fancy offices don't make anyone great. Character and ability do. Focus on becoming excellent, and if you see someone empty sitting high, don't be fooled by their perch.

Spoken by Chanakya.
