Chanakya Niti 13.12 meaning
bandhaya vishayasangam muktyai nirvishayam manah
mana eva manushyanam karanam bandhamokshayoh
बन्धाय विषयासङ्गं मुक्त्यै निर्विषयं मनः।
मन एव मनुष्याणां कारणं बन्धमोक्षयोः॥
A mind hooked on sense pleasures leads to bondage; a mind free of them leads to freedom. For human beings, the mind alone is the cause of both bondage and liberation.

Your prison and your key are both in your own head. Habits, cravings and compulsions feel like outside forces, but they live in the mind. Train your mind, and you change your whole experience of life.हिंदी में अर्थ
भोगों में उलझा मन बंधन में डालता है, और उनसे मुक्त मन आज़ादी देता है। इंसान के बंधन और मुक्ति दोनों का कारण मन ही है।
तुम्हारी कैद और उसकी चाबी दोनों तुम्हारे मन में हैं। आदतें और लालसाएँ बाहर की लगती हैं, पर रहती मन में हैं। मन को साधो, तो पूरी ज़िंदगी का अनुभव बदल जाएगा।
