Srimad Bhagavatam 6.2.3 meaning

prajanam pitaro ye cha shastarah sadhavah samah yadi syat teshu vaishamyam kam yanti sharanam prajah

Those who rule and guide people are like parents to them, and should be good and fair to all. If they become unfair, where can the people go for shelter?

What it means
Anyone in authority, a parent, manager or teacher, carries a sacred trust. When the protector becomes unfair, people lose their last refuge, so fairness is your first duty.

Spoken by Vishnu's messengers.
