Srimad Bhagavatam 1.17.14 meaning

janenagasy-agham yunjan sarvatosya cha madbhayam sadhoonam bhadram eva syad asadhudamane krite

Whoever harms the innocent anywhere will have reason to fear me. When the wicked are restrained, good people can live safely.

What it means
Kindness to the good sometimes requires firmness with those who hurt them. Setting clear limits on harmful behaviour is not cruelty; it is how a fair and safe space is created.

Spoken by Parikshit.
