Valmiki Ramayana 4.18.15 meaning

sookshmah paramadurjneyah satam dharmah plavangama hridisthah sarvabhootanam atma veda shubhashubham

The dharma of the good is subtle and very hard to understand. The self that dwells in every being's heart knows what is right and what is wrong.

What it means
Rules can't cover every situation; right and wrong are often subtle. Yet something inside each of us knows when we cross a line. Learn to listen to that quiet inner sense.

Spoken by Rama.
