amatyaih kamavritto hi raja kapatham ashritah
nigrahyah sarvatha sadbhir na nigrahyo nigrihyase
अमात्यैः कामवृत्तो हि राजा कापथमाश्रितः।
निग्राह्यः सर्वथा सद्भिर्न निग्राह्यो निगृह्यसे॥
When a ruler driven by desire goes down the wrong path, good ministers must restrain him in every way. You are not restrained, though you should be.
What it means

जब इच्छाओं में बहा राजा ग़लत रास्ते पर चले, तो सज्जन मंत्रियों को हर तरह से उसे रोकना चाहिए। तुम्हें रोका जाना चाहिए, पर रोका नहीं जा रहा।
वफ़ादारी अंधी हाँ नहीं है। ताक़तवर के क़रीबी लोगों का कर्तव्य है कि विनाश की ओर जाते देख उसे रोकें। और अगर आप ताक़तवर हैं, तो रोकने वालों का स्वागत करें।
