Mahabharata 12.288.31 meaning

achaksheham manushyebhyo devebhyah pratisancharan satyam svargasya sopanam paravarasya naur iva

Travelling among humans and gods, I declare: truth is the staircase to heaven, like a boat for crossing the ocean.

What it means
Whatever height you want to reach, honesty is the staircase, and whatever stormy waters you face, it is the boat. Shortcuts built on lies give way; truth holds your weight.

Spoken by Hamsa (the Swan).
