Srimad Bhagavatam 6.2.12 meaning

n-aikantikam tad dhi kritepi nishkrite manah punar dhavati ched asatpathe tat karmanirharam abheepsatam harer gunanuvadah khalu sattvabhavanah

Rituals of atonement do not fully cleanse, because even after doing them the mind runs back to the wrong path. For those who truly want to be free of past deeds, singing the Lord's qualities purifies the heart itself.

What it means
Saying sorry and paying a fine is a start, but lasting change happens when the heart itself is changed. Fill your mind with what is good, and old pulls weaken.

Spoken by Vishnu's messengers.
