shreyah prajapalanam eva rajno yat samparaye sukritat shashtham ansham
hart-anyatha hritapunyah prajanam arakshita karaharogham atti
श्रेयः प्रजापालनमेव राज्ञो यत्साम्पराये सुकृतात्षष्ठमंशम्।
हर्तान्यथा हृतपुण्यः प्रजानामरक्षिता करहारोऽघमत्ति॥
The real good of a king lies in protecting his people, for then he receives a sixth of their merit in the next world. A ruler who collects taxes without protecting them loses his own merit and bears their sins.
What it means
Authority without responsibility is theft. Whoever takes from people, taxes, fees or loyalty, owes them protection and service in return. That is the moral contract of leadership.हिंदी में अर्थ
राजा का सच्चा कल्याण प्रजा की रक्षा में है, क्योंकि तब उसे परलोक में उनके पुण्य का छठा भाग मिलता है। जो राजा रक्षा किए बिना कर लेता है, उसका पुण्य छिन जाता है और वह पाप भोगता है।
ज़िम्मेदारी के बिना अधिकार चोरी है। जो लोगों से कर, शुल्क या वफ़ादारी लेता है, वह बदले में उनकी रक्षा और सेवा का ऋणी है। यही नेतृत्व का नैतिक समझौता है।
